Bihar Teacher Bharti: To overcome the shortage of classrooms and teachers in government schools, the Bihar Education Department has issued an order to construct prefabricated classrooms and appoint guest teachers. An officer informed about this. An education department official said that many government schools in the state are facing shortage of classrooms and teachers, according to inspection reports of district magistrates. “Due to regular inspection, schools across the state are seeing almost full attendance of teachers and students. The exercise has revealed several deficiencies in school infrastructure, especially shortage of classrooms and teachers,” he added. “Due to lack of space in the existing classrooms, children are being taught in verandahs and open spaces. In view of the present situation, the authorities concerned have been directed to construct “prefab classrooms” on a war footing basis. Such classes will be constructed on the basis of need.”
Education Department Additional Chief Secretary (ACS) K.K. No. Pathak has given instructions in this regard in a letter dated August 26 to district magistrates across the state. Chronic deficiencies in the infrastructure of government schools in Bihar, particularly shortage of classrooms and teachers, were highlighted during routine inspection of schools by district magistrates in their respective districts since July 1. ACS has asked the District Magistrate to personally monitor the progress of the work. “Prefab classrooms” can be built quickly and efficiently. Pathak further stated in the letter, “Increased attendance of students and teachers has also exposed the shortage of teachers in schools. Though the Bihar Public Service Commission has started the recruitment process for teachers, it has taken less time to complete the process.” It will take at least four to six months. Therefore, the Department has directed to appoint ‘Guest Teachers’ on priority basis to meet the demand of concerned authorities, this should be done as per prescribed guidelines.
Earlier, routine inspections revealed that most of the state’s primary and secondary school boards were disreputable, running without proper boundary walls and lacking functional toilets. For this, the ACS, in a communication to district magistrates across the state on August 16, recommended painting all colored chalkboards black at the earliest in schools and maintaining non-functional toilets under the head of sanitation under the Mahatma Gandhi National Rural Employment Guarantee. Act (MNREGA) was asked to ensure under the scheme. ACS also asked the District Magistrate to ensure the construction of boundary walls at the earliest in schools which do not have boundary walls.
