“Frequently transferred because I am a Dalit”: J&K IAS officer alleges discrimination

Parmar was on central deputation. He was sent back to AGMUT cadre in March 2022.

An IAS officer in the Union Territory of Jammu and Kashmir has accused the administration of discriminating against him for being a Dalit. The chief secretary of the state has been transferred five times in the last one year. He has alleged repeated transfers under conspiracy. He has demanded an impartial probe into the allegations.

Ashok Parmar, a 1992-batch IAS officer from Gujarat, exposed massive malpractices in the Jal Shakti department. He has lodged a complaint with the National Commission for Scheduled Castes accusing the Jammu and Kashmir administration of harassment, threats and intimidation.

Ashok Parmar is a 1992 batch AGMUT cadre officer. He has alleged in the complaint that he is being transferred repeatedly for being a Scheduled Caste and exposing large-scale irregularities in the Jal Shakti department. He has written to the Union Secretary expressing his apprehension of being implicated in a false case by the administration.

Parmar alleged that he was thrown out of two high-level meetings and humiliated in front of other officials. Parmar was on central deputation. He was sent back to AGMUT cadre in March 2022. He was then transferred in 2022 and appointed as Principal Secretary, Jal Shakti Department. Here he exposed some confusion. After which he was frequently transferred.

The National Conference and former Chief Minister of Jammu and Kashmir Omar Abdullah have demanded an impartial investigation into the matter.
