According to Reuters newsThese bills have already been passed by both houses of the Parliament of Pakistan. Dr. Alvi is a member of former Prime Minister Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) party, which is opposed to the coalition government that passed both bills.
Dr. “As God is my witness, I have not signed the Official Secrets Amendment Bill 2023 and the Pakistan Army Amendment Bill 2023 as I disagree with these laws,” Alvi said on social media platform X (formerly Twitter).
Alvi said he has asked his staff to return these unsigned bills to the legislature within the stipulated time to render them ineffective.
“However, I learned today that my staff has undermined my will and arrangement,” he said.
The Ministry of Law and Justice said the President’s decision was “of grave concern”.
“The President has two options: either give consent or refer the matter to Parliament with specific comments,” the ministry said in a statement. With this, the ministry said that the President has not completed any option.
It said, “Such action is against the basic spirit of the Constitution.”
According to the Constitution, if the President does not sign a draft bill or return it with his comments or objections within 10 days after it is passed by both houses, it becomes law.
